A government tender has been issued by Snowy Works and Services, the Business arm of Tumut Shire Council in New South Wales, for the design, supply and delivery of fluoridation equipment for the Tumut Water Supply and the Batlow Water Treatment Plant. This follows on from a recent tender by ROUS water for the construction and operation of the Clunes, Dorroughby, Corndale and Knockrow fluoridation plants which should be operational by early 2001.

Rous Water resolved in April to proceed with the construction and operation of the Clunes, Dorroughby, Corndale and Knockrow fluoridation plants. This decision follows previous decisions by Richmond Valley, Lismore and Ballina Councils in the North Coast requesting that their public water supplies be fluoridated.

Of its decision to proceed with construction of the fluoridation plants Rous Chairman Councillor Col Sullivan said “I am aware that the issue of fluoride is politically sensitive and of significant interest to the community generally. Rous Water has been instructed by NSW Health to provide fluoridated water to the Councils”.

The NSW Department of Health says that Water fluoridation is the most cost-effective and safe means of providing protection from tooth decay. The US Centres for Disease Control and Prevention rates water fluoridation as one of ‘Top 10 Public Health Measures of the Twentieth Century’. Prior to water fluoridation, dental caries levels in children in New South Wales were one of the highest in the world. In 2000, the results in New South Wales were the best in the developed countries. This dramatic decline in dental caries has been attributed to water fluoridation, the use of fluoride toothpaste and to fluoride tablets. Despite the availability of fluoride toothpaste, children living in un-fluoridated areas have significantly higher dental decay rates than those living in fluoridated areas.

Opponents to fluoridation argue that is an unethical type of mass medication and that there are potentially harmful effects such as Dental Fluorosis. Anti-fluoride campaigners believe they have found a fundamental flaw in the process that has been undertaken by Rous Water and the councils of Lismore, Ballina and Richmond Valley in approving the fluoridation of water supplies. They are planning to take the matter to the Land and Environment Court.

The government tender for design, supply and delivery of fluoridation equipment for the Tumut Water Supply and the Batlow Water Treatment Plant closes on the 15th June.

This has given health and safety governance a significant tool in the insurance of the public safety.

The RRO is applicable to all non-domestic premises throughout England and Wales. This includes all public buildings, buildings with public areas, commercial structures, and blocks of flats. Some details should be reviewed such as the fact that a contractor who is responsible for working on part of a structure must comply with the regulation for the whole structure. If you are in business, operate a retail operation or have employees, regardless of the facility that work occurs in, you are considered responsible and must comply with the RRO.

Compliance

If you are a responsible person under the guidelines of the RRO, then you must insure that the regulations are complied with. The most important aspect of that responsibility is to conduct a Fire Safety Risk Assessment, also known as the FSRA. You are permitted to assign the task to another, competent person within your organization; however, you will still be answerable for the assessment should anything go wrong afterwards.

The primary responsibility that is placed on the responsible person is to insure that all persons that may be on the premises, or nearby, can escape in the event of a fire insomuch as it is reasonable and practical. This is a considerably more comprehensive that under previous legislation as it extents responsibility to encompass all persons, whether employee, visitor or member of the public, to be protected under the legislation while they are in or on your premises. You will be expected to provide for special access and egress requirements that may be needed for disabled persons, special needs and others.

While you are permitted to allow an assigned person to conduct the FSRA you will be held responsible if you fail to address the shortfalls (if any). There is no onus on the responsible party to employ certified persons to conduct the FSRA, however needed modifications mandated by compliance must be performed by certified individuals and inspected by local fire authorities. I recently read an article in the Guardian entitled, ‘The best family holidays ever … and the worst’, and I started to reminisce. I have been on many holidays over the years and enjoy every type of vacation, whether it’s a beach trip or a weekend spent in the United Kingdom. I love every single holiday type there is. So what makes a holiday good or bad and is it subjective? My parents would never go on an adventure holiday and would consider that to be the worst type of holiday in the world. On the other hand, I enjoy going with friends to take on the perils of an extreme adventure. So while my parents enjoyed going to the Greek islands I yearned to climb some of the rocks in Tenerife, so was that a bad holiday? I didn’t enjoy the holiday as much as my parents did and it certainly wasn’t the best holiday I have ever been on.

The tales from the Guardian usually involved either bad management or holidays in Britain. Their best involved everything from travelling around Wales to driving across America. There are so many different types of holiday and in the end and one person’s holiday is another’s nightmare. So when you are in a family unit you have to be sympathetic to your children’s and partner’s needs, especially if you have teenagers. Then you can get some way to the perfect holiday.

So when planning a holiday with your children how do you create that balance? Inevitably there will be glitches and as a parent you are never right. But by listening to your children and what they enjoyed about their last holiday, you can learn what works and what doesn’t. Generally children want to be able to interact with other children on holiday; they also want to be kept busy.

You should also take into account their age. If they are very young you should make sure that they will be comfortable. One of the stories in the article described a baby and intense heat, which is never a good idea. Make sure you investigate the destination, a babysitter may be needed or a children’s pool. Many new parents underestimate the changes that you have to make once you have a baby. You can no longer take off with a backpack and a toothbrush.

If you have a teenager you should try to go to a destination where there are likely to be other teenagers. It may sound simple but young people might get bored otherwise.
